That's right. Though it gets complicated and will be a major aspect of the ongoing story!

(Spoiler: some of the Elves do accept this invitation; others don't; some change their minds, and it gets fairly fraught.)

Well, Fëanor hasn't invented the Tengwar alphabet yet on account of not being born, but when did Rúmil do his stuff?

Also, I'm sure the Valar can communicate directly into people's brains if they want to. :)

Rúmil was already in Valinor when he invented his alphabet.

You're right, I doubt there would be any reason the Valar would need literal writing. They're probably telepathic and have total recall.
