Depends on how many eagles there actually are at this stage of the world. If there's only, like, seven of them it would take a looooong time to ferry over all the Elves...

Maybe they should try building a bridge or a tunnel. Assign a couple of passport-control Maiar to keep Balrogs and Orcs out, and then the Elves can go back and forth between Valinor and Middle Earth all they like. (Although that would sort of ruin the later plot!)
