Well, he did persuade 100,000 elves to leave their homes behind and walk halfway around the world to face likely death - so yes, pretty much...

Personally this speech always creeped me out. It's that manipulative part in the beginning. It always kinda reminded me of some speeches by Hitler..

Definitely. And it's not the whole speech that creeps me out, just the very beginning with the "...this valiant people..." and all that, it always struck me as very Morgoth-like flattery/manipulation.
The part with his flame being stronger than the Valar think is actually kind of cool.
