In the book it says that Oromë "chose" the ambassadors, but it seems more in-character here for him to ask for volunteers. Then he chooses the people who volunteered...

The thing is, I think poor Indis is entirely innocent here. (Or perhaps 'clueless' is a better expression.) She just doesn't realise the effect her enthusiasm is having on Míriel. She probably also thinks that her crush on Finwë is a big secret and nobody will ever suspect it!
