That's 'doom' as in 'legal judgement', not any sort of foreshadowing that something bad is going to happen. Honest.

I can definitely see that.

This is one of the places in the Silm where I don't have a clear picture in my mind of how it went down (because we aren't given some important details), and I'm happy to accept a variety of interpretations.

I've felt for a long time like the Valar are well-meaning but they don't really understand (incarnate) people.
